Darlene Miller thanked Marie Ishida, Roger Blake, and the commissioners for their attendance and participation in the annual CSADA Conference. She also noted the dates for the 2011 Conference.

A. Approval of Minutes of the last meeting of the Federated Council held on February 5-6, 2010. PASSED

1. 2010-11 Calendar of Meetings: Previously approved, but meeting sites are now known.
2. CIF Open House: Friends of the CIF gathered to celebrate the paid-for new offices.
3. NFHS Summer Meeting, San Diego: Thanks to the San Diego and Southern Section offices for their help in planning for this meeting.
4. CIF/Farmers Scholar Athletes State and Section Award Recipients: List available.
C. NFHS Hall of Fame Inductee: Janet Evans; Thanks to the Southern Section for their pursuit of this honor.

V. MANAGEMENT SERVICES
A. Action Items Presented For Approval By The Council

1. CIF Proposed Budget, 2010-11 H. Daims
A projected budget for 2010-11 was presented to the Federated Council for action. PASSED (unanimous)


2. Election of CIF President-Elect H. Daims
Rick Spears, Principal, Colfax High School, of the Sac Joaquin Section was elected president-elect of the CIF. Rick will serve as president of the CIF from 2012-14 and as Past-President from 2014-2016. ELECTED

3. Election of CIF Executive Committee, 2010-11 H. Daims
An election was held to elect five members to the executive committee to serve a one-year term for 2010-11. ELECTED

4. Bylaw 502 Revision R. Spears
The Sac Joaquin Section proposed a revision of this bylaw that would allow schools to combine teams and still have the ability to be placed in a league. NOT PASSED (28-107)

5. Bylaw 313 (New): Concussion Protocol C. Cunningham
This protocol requires a student suspected of sustaining a concussion be removed from the contest and can only return to play if a written clearance is provided by a licensed health care provider. The definition of licensed health care provider will be included in the written bylaw. PASSED (unanimous)

6. Championships, New Events Committee Recommendations R. Odom
The Committee recommended adding a State Girls Wrestling Invitational starting in February, 2011. PASSED (unanimous)

7. Bylaw 206: Residential Eligibility Revision R. Spears
This revision clarifies that even with a valid change in residence, in order for a student to become eligible, there can be no evidence that the move was athletically motivated. This revision also removes immediate eligibility for those transferring to a boarding school. They are to be treated as any other transferring student. PASSED (unanimous)

8. Bylaw 207: Transfer Eligibility Revision R. Spears
This proposal clarifies that even with a change in residence by the parent(s)/guardian(s)/caregiver a student would only be eligible if there is no disciplinary situation or undue influence. PASSED (unanimous)

9. Bylaw 209: Foreign Student Eligibility Revision Sister Milner
It was moved and seconded to support Proposal B. It grants unlimited eligibility for students who are returning to their former CIF member school after being out of the country in a foreign study program. The treatment of students coming to the country in foreign exchange programs remains the same. PASSED (99-36)





10. Bylaw 600.C: Soccer D. Regalado
The North Coast Board of Managers forwarded this proposed revision of Bylaw 600.C for consideration by the Federated Council. They would eliminate the exception to the rule that allows participation on an outside team during the soccer season of sport. It was moved, seconded, and PASSED to suspend the rules in order to discuss this item. Ms. Ishida noted that the state office received more emails and phone calls in opposition to this item than ever seen before. Several members pointed out that the state had avoided a conflict by adopting this rule some years ago. It was suggested that the Governance Task Force be given the additional task of considering Rule 600 and whether or how to amend it. POSTPONED INDEFINITELY (unanimous)

11. Bylaw 500: Authorized Participation (formerly Bylaw 1203) Sister Milner
This bylaw revision clarifies that during the summer period CIF bylaws pertaining to transfer eligibility, undue influence, pre-enrollment contact and athletically motivated transfers do apply. PASSED (unanimous)

12. Wrestling Weigh-in Violation Penalty D. Regalado
This proposal prohibits tournaments from granting, in advance, the allowable two-pound addition if a wrestler competes on consecutive days. PASSED (unanimous)

B. Items Presented For a First Reading and/or Discussion

1. Football Mercy Rule R. Odom
The CIF Football Advisory Committee is recommending that a mercy rule be adopted statewide in the sport of football.

2. Governance Task Force K. Wheeler/G. Smidderks
The task force has met several times since the last Federated Council meeting and they forwarded proposals developed by the section commissioners for discussion only. The Council may recommend a first reading of any item presented.
a. Season of Sport/Maximum Number of Contests Proposal for implementation in the fall of 2011.
b. February 6, 2010 Task Force Minutes

3. CIF SoCal Regional Soccer Championships E. Haugen
The CIF Soccer Advisory Committee is recommending that these championships continue on a permanent basis. When this championship was originally approved, it was done so on a pilot basis. New financial figures have increased the net income for the 2010 contests from $26,849 to $30,583.

C. Reports, Recommendations and Additional Items Presented As First Reading Items

1. Transfer Eligibility Update J. Cardoza
a. Section Monthly Transfer Data: It was noted that 16 cases of Rule 510 violation have been received this year. This is considered low.
b. Year to date appeal data: Some 89 Hardship appeals have been heard with 53 appeals sustained and 36 overturned. There are only 6 appeals pending at this time.





2. Committees
a. Presidents Advisory M. Henson
It was noted that there is no provision for eligibility should students wish to move under Race to the Top rules; the bill dealing with the banning of non-wood bats states that there is no financial impact to schools; the group spent time understanding proper parliamentary procedure.
b. Economic Viability/Marketing H. Daims
The recently held basketball finals took a financial hit due to use of the Bakersfield site. The CIF Marketing Report will be out soon and will show distribution of funds back to the sections.
c. Legislative M. Ishida
Roger Blake was asked to detail the bat issue and we learned that only through our local boards of education and superintendents can we counter the arguments being made by the supporters of this bill. It is set to take place, if passed, in January 2011. AB 1025 (Conway), Activity Supervisor Clearance Certificate, has been signed and schools are considering implementation procedures. There is a fix-it bill that will attempt to clear up some ambiguities.
d. Sportsmanship R. Alvarado
This group is considering the unsportsmanship act of running up scores in basketball. One particular school in Stockton is noted for this activity.
e. Commissioners J. Critchlow
A definition of athletically motivated was included in the packet.

The results of the recently completed girls wrestling tournament were listed.
b. Basketball R. Spears
The open division for championships is being discussed.
c. Soccer E. Haugen
No report.

D. Discussion Items

1. Discussion of the recommendations from the governance task force: On this particular Saturday morning, Federated Council members were placed in a round-table arrangement and given questions and asked to respond. The results of this activity will be revealed at the November Federated Council meeting to be held in Ontario. Recommendations addressed by the Task Force:
